Each state has 3 or 4 attorneys who are essentially “PHP approved.” Although ostensibly working on your behalf they will not bite the hand that feeds and work only within the proscribed boundaries dictated by the PHP. They will not address the forensic fraud, diagnosis rigging or establishment clause violations. This must be recognized. It opens up a whole new niche for outside attorneys. Not only do they need to be replaced but held accountable. They are engaging in legal malpractice.
The lawyers will just take your money. I believe it is rare for one to have any effect on the system at all.
