This reminds me very much of the ADHD mislabeling of school children, which can haunt them for years. Lifetime monitoring for what may have been a minor offense — if any — seems onerous (akin to 8th Amendment “cruel and unusual” punishment by the state). It, also, assures lifetime employment to those doing the monitoring.
