Robert DuPont, The ASAM, FSPHP, Physician Health Programs and the “New Paradigm.”
“With one arm around the shoulder of religion and the other around the shoulder of medicine, we might change the world.”-Twelve Steps and Twelve Traditions, AA World Services, Inc (1953).
In 2012 Former White House Drug Czar (1973-1977) Robert Dupont, M.D. delivered the keynote speech at the Drug and Alcohol Testing Association (DATIA) annual conference and described a “new paradigm” for addiction and substance abuse treatment. The former National Institute on Drug Abuse Director proposed expansion of this paradigm to other populations including workplace, healthcare, and schools.
As a substance abuse treatment program that “sets the standard for effective use of drug testing,” the proposed new paradigm is based on the state Physician Health Program (PHP) model
Dupont wants to expand the PHP model to other populations. In an article published in the Journal of Psychoactive Drugs in 2012…

[…] Robert Dupont, Paul Earley and Greg Skipper. These individuals represent the best interests of the drug and alcohol assessment, treatment and testing industry. Haning mentions a “national organization for advocacy of treatment of the mentally ill” that pursues public policy changes. The group he is referring to is the National Association of Mental Illness (NAMI) which is considered a pharmaceutically funded front-group. It was founded by Abott Labs, Pfizer, Eli-Lilly and other large pharmaceutical companies marketing medications that treat mental illness. Mother Jones reported that NAMI received $11+ million over 5 years from Big Pharma, and an Eli Lilly executive actually operated out of their headquarters directing major operations. A U.S. Senate investigation revealed that in just two years Big Pharma contributed $23 million to this group and until it was forced by the Senate Finance Committee to identify its corporate donors had refused to do so. This organization launched the “Campaign to Stop the Stigma of Mental Illness” and the group claims that one out of five adults will suffer some form of mental illness in their lifetime. This organization was designed to provide a seemingly altruistic agenda but was driven and funded by those who profit from labelling more and more people mentally ill. It is, in fact, the very same business model as the physician health program model but the primary profiteers are not Big Pharma but Big Rehab -the multi-billion dollar drug and alcohol testing, assessment and treatment industry.
